Preheat the oven to 400 degrees. Grease a 9 inch baking dish with cooking spray and set aside.
Cook the sausage, peppers, and onions in a large sized skillet until the sausage is browned and the peppers have slightly softened, about five to seven minutes.
Stir the hash browns and cheese into the meat mix. Transfer to the prepared dish.
Whisk the Bisquick, milk, eggs, salt and pepper together in a large measuring cup until smooth. Pour evenly over the sausage mix.
Bake for 45 minutes to one hour or until a knife comes out clean.

You can prep this all the way through step 4 the night before. Keep covered and stored in the refrigerator until ready to cook.
